Notification URL check and subscription challenge
GET
Providers check that a notification URL answers before they subscribe it. The answer
is 200 with no body, or, for a provider that sends a subscription challenge (Strava's
hub.challenge, Oura's challenge), 200 with the provider's expected echo. A
challenge whose verify token does not match is 401. HEAD is answered like GET.
